Multiple regimes with variable locations (type of flow/regime)
Cross-border flows of capital will require a sequence of interventions different from that for goods. The actual geographic border crossing is part of the cross-border flow of goods, but not quite of capital.
Each intervention can be seen as one point in a chain of locations. In the case of traded goods these might involve a pre-border inspection or certification site. In the case of capital flows the chain of locations will involve banks, stock markets.
The geographic borderline is but one point in the chain; institutional points can form long chains inside country.
